of Review and Input
In Fall 2003 a team was formed to obtain input on implementing full costing.
The team consisting of representatives from ACES, ALS, Engineering, Housing,
Vet Med and F&S and was lead by Helen Coleman. Helen Coleman reported to
the Advisory Committee on the results of those discussions in December 2003.
The Facilities & Services Advisory Committee strongly endorsed this concept,
although it is evident that supporting such a change is not wholly palatable
(see Advisory Committee letter). The Committee recommended a limited implementation
for Construction Services only.
While we understood the rationale for this approach, it is not practicable
to implement on a limited scale. In effect it would engender many and broad
ranging disputes as to how work is classified.
Jack Dempsey and Jeff Oberg met with the DBC subcommittee several times to
ensure that they understood the issue. They also met with certain Deans and
auxiliary units ensure that they understood the issue. The DBC concurred with
the recommendations of the Advisory Committee in moving forward with the implementation
of full costing solely for Construction Services.
After discussing the DBC recommendations and the concerns of F&S as to
the limited implementation, Acting Provost Delia endorsed proceeding with a
two year phased implementation for all services to all campus units. He also
requested that flexibility be provided in obtaining variances from Facility
Standards that guide construction activities on campus and that Division of
Responsibility documents be updated and made more consistent for all units.
