POLICY AND REGULATIONS ALLOWING FOR THE SALE AND SERVING
OF ALCOHOLIC BEVERAGES AT APPROVED EVENTS
ON THE UNIVERSITY OF ILLINOIS AT URBANA-CHAMPAIGN CAMPUS

The sale and serving of alcoholic beverages on campus property is regulated by State statute, Board of Trustees' Guidelines (October 15, 1987), and campus policy. The Associate Chancellor is the Chancellor's Designee for matters related to alcoholic beverages on campus property.

The following campus facilities have liquor licenses for the sale and serving of alcoholic beverages at approved events: Allerton Park and Conference Center, Assembly Hall, Beckman Institute, Bevier Hall, Illini Union/Housing Division Catering Service, Krannert Art Museum, Krannert Center for the Performing Arts, Levis Faculty Center, and, Spurlock Museum. Alcoholic beverages also may be sold and served at approved events at other campus locations by the foregoing listed campus vendors.

Off-campus caterers may serve alcoholic beverages at approved campus events provided the caterer has the appropriate liquor license and insurance for such activities. For a list of pre-approved caterers please visit: http://www.dps.uiuc.edu/certificates.aspx.

Direct cash sales of alcoholic beverages on campus property is allowed only by approved campus vendors listed above.

  1. Campus Regulations for SALE of Alcoholic Beverages Developed in Accordance with Board of Trustees Guidelines

    The following regulations apply whenever a sale of alcoholic beverages takes place at an event on campus.
    1. The sale, delivery, or serving of alcoholic beverages in campus facilities is limited to convention and conference participants and participants in approved cultural or educational events provided that faculty or staff of the University or University members of the sponsoring organization are active participants in the conference or convention. No alcoholic beverages shall be sold or served to individuals under 21 years of age.
    2. Events where direct cash sales of alcoholic beverages occur must be catered by one of the approved campus vendors. Such sales on University property may not be conducted by an off-campus vendor even though the vendor is a licensed caterer.
    3. Approved events referred to in A-l, above, must be specific functions, meetings, and/or activities which have a stated cultural or educational purpose.
    4. Alcoholic beverages must be sold, served and consumed in a physical setting that is conducive to control and reasonable privacy. Participants may not remove alcoholic beverages from this setting.
    5. Participants may not provide their own alcoholic beverages.
    6. The campus vendor is responsible for ensuring that the sale or serving of alcoholic beverages and the demeanor of the participants and their invited guests are in accordance with state law and University policies.
    7. Sponsors or representatives of functions meeting the requirements specified in the above guidelines should seek approval for the sale and serving of alcoholic beverages from the Office of the Chancellor (Request Form A attached). The management of Illini Union, licensed University residence halls and Assembly Hall facilities will seek the necessary approval from the Associate Vice Chancellor for Student Affairs. There will be no standing approvals.
    8. Events involving requests for the sale, delivery, or serving of alcoholic beverages must comply with all other requirements set forth in Regulations Governing the Use of University Facilities.

  2. Campus Regulations for the Serving (Not Sale) of Alcoholic Beverages

    The following regulations apply to the serving of alcoholic beverages at an event on campus when a sale of such beverages is not involved.
    1. The possession and consumption of alcoholic beverages by students is governed by the Code of Policies and Regulations Applying to All Students. No alcoholic beverage shall be served to individuals under 21 years of age.
    2. Alcoholic beverages may be served at approved events. To be considered an approved event the function must:
      1. be of a cultural or educational nature, such as a reception, dedication or recognition
        program, rather than of a recreational or entertainment nature; and
      2. be approved in writing in advance of the event by the Dean or Director of the Academic
        and Administrative Unit (Request Form B attached), with a copy of said approval
        submitted to the Office of the Chancellor for campus monitoring purposes;
      3. be hosted and/or controlled by a campus or university unit;
      4. be closed in the sense that there are specific invitees (functions open to the public with or without an admission fee are not closed functions);
      5. be conducted in a physical setting that is conducive to control and reasonable privacy;
      6. not have either a direct or indirect charge to participants for the alcoholic beverages;
      7. comply with all other requirements set forth in Regulations Governing the Use of University Facilities.
    3. The Dean or Director, sponsor and/or caterer is responsible for the serving and consumption of alcoholic beverages and the demeanor of the participants and their invited guests.
    4. Alcoholic beverages possessed in violation of this policy may be confiscated and those responsible for the violation may be subject to administrative and/or civil action.

  3. The following statements are applicable to Sections A and B above:

    THE UNIVERSITY RESERVES THE RIGHT TO WITHHOLD APPROVAL OF POSSESSION, CONSUMPTION, DELIVERY AND SALE OR SERVING OF ALCOHOLIC BEVERAGES FROM ANY EVENT AT ANY TIME AND FOR ANY REASON DEEMED APPROPRIATE BY THE UNIVERSITY. THAT DECISION IS DISCRETIONARY AND LIES WHOLLY WITH THE UNIVERSITY WHICH WILL BASE SUCH JUDGMENTS ON WHAT THE UNIVERSITY BELIEVES TO BE IN ITS BEST INTEREST.

    THE OFFICE OF THE CHANCELLOR, THE EVENT SPONSOR OR SPONSORS, AND THE UNIVERSITY POLICE SHARE WITHIN THEIR OWN AREAS OF JURISDICTION RESPONSIBILITY FOR THE ENFORCEMENT OF THIS POLICY.

    ANY EXCEPTIONS TO THIS POLICY; (A) MAY NOT BE INCONSISTENT WITH THE GUIDELINES ESTABLISHED BY THE BOARD OF TRUSTEES, AND (B) MUST BE APPROVED IN ADVANCE BY THE CHANCELLOR OR DESIGNEE.

  4. Funding of Alcoholic Beverage Purchases

    University policies governing the use of University funds for the purchase of alcoholic beverages are as follows:

    Alcoholic beverages to be resold are to be financed by the account to which sales proceeds will be credited.

    Purchase of alcoholic beverages for other than resale for functions covered in Section B (Campus Regulations for the Serving (Not Sale) of Alcoholic Liquors) of this policy may be made only with departmental unrestricted gifts funds.

    The campus unit providing catering services to departmental events at which alcoholic beverages purchased with departmental funds are being used is responsible for ascertaining both before the event and at the time of transfer of funds that funding sources for the alcoholic beverages by the sponsoring department are in compliance with these funding policies.
