USE OF UNIVERSITY U.S. PERFORATED STAMPS

University departments using state funds to purchase U.S. postage stamps must procure them from Postal Stores and they must be perforated with a Block "I".  These stamps are to be used on official university mail only.

The Illinois Revised Statutes 1975--Volume 3, Chapter 127, requires that state agencies purchasing United States postage stamps procure the stamps from the Illinois Department of Administrative Services and they must be perforated for identification purposes with a block "I".

These stamps are purchased for the Urbana-Champaign Campus by Postal Stores of Campus Stores, Mail, & Receiving.  They are then available for resale to the various departments of the University on a postal stores requisition or electronically through WebCat, and interactive catalog and ordering system for departmental users available via the Internet.  The WebCat address is www.cstores.uiuc.edu.

These perforated stamps are to be used on "official University mail" only.  They must not be used on any mail that bears a private return address nor may they be sold to any individual for personal use.

U.S. Post Office authorities have been requested to cooperate in intercepting any private or personal mail bearing perforated stamps.  Unauthorized use of stamps is likely to cause an indefinite delay for delivery of personal mail.

Departments should limit use of postage stamps for U.S. Mail, since pre-sorting through the Mailing Center is generally a more economical alternative.

Further questions concerning this policy statement should be directed to the Mailing Center, 333-6101, or via e-mail at mailctr@uiuc.edu.
